July 16, 2014 RID board meeting Highlights

Highlights of the meeting of the Board of Directors of the Raymond Irrigation District held Wednesday July 16, 2014 commencing at 9:00 AM in the RID Board Room.

Attending: Byron Wilde Chairman, John McKee Vice Chairman, Director Alan Heggie, Gordon ZoBell, General Manager and recording clerk, Kelvin Kado, Office Manager, as required and Mark Jensen Operations Manager.

IRP 2262 – Welling #5 phase 2 – need to do a final leveling job in the north end of the reach. Wet conditions prohibited a good job of leveling prior to the crop being planted this spring.

IRP 2280 phase 3 – the pipe and fitting order as well as final design of the project are nearly ready.

Irrican Power – Production report for June has not yet been received, we will be getting it around the 20th. There will be line usage fee due to AESO.

Irrican will be evaluating the income for the first 3 month and decide if a bulk payment be made to the districts and/or ATB financial loan. This may not be the year, due to the poor average power prices and basic shutdown due to rainy weather.

There have been inquiries about our remaining rec’s.

RID Financial – 1 month to Assessment day, August 15. There have been a few recent changes this past month, due to land sales. 

Expansion Plebiscite in the RID – Gordon noted that RID staff continues to work on updating DDIT.

Directors Items – There were no director’s items.

SMRID Main Canal Bridges – the RID board requested manager G. ZoBell to get together with Derrick Jaffrey of the SMRID and to visit each affected landowner who could be impacted by the loss of the bridges. It needs to be determined if these landowners are interested in contributing to the maintenance of the bridges at this time. The cost to maintain three of the bridges needing immediate maintenance could run as high as $50,000 total. The SMRID board have indicated that the main canal will pay 50% of the maintenance costs. The RID board also requested a more firm update as to why Alberta Transportation refuses to continue assisting with bridge maintenance as they have been involved since the main canal was first built in the early 1950,s. Gordon will report back to the board in the next regular board meeting.

Town of Raymond access over Corner Lake dam – It was noted that the RID gave the town the R/W to build a new road into the KD Jen subdivision three years ago. To date the road has not been built. The board requested the manager to communicate with the town and urge them to get the road built.

Irrigation Council – A fencing policy was reviewed with regard to IRP projects as well as current rates and fees for all irrigation districts in the Province.

Next meeting date – Wednesday, August 20, 2014 commencing at 9:00 AM at the RID board room.
