Highlights of the meeting of the Board of Directors of the Raymond Irrigation District held Wednesday September 10, 2014 commencing at 9:00 AM in the RID Board Room.
Attending: Byron Wilde Chairman, John McKee Vice Chairman, Director Alan Heggie, Gordon ZoBell, General Manager and recording clerk, and Mark Jensen Operations Manager and Kelvin Kado, Offiice Manager as required.
IRP 2280 phase 3 – Pipe delivery to the site will commence soon.
Ortho Photo’s – Gordon will attend a meeting September 12th, to discuss taking new aerial photos of the RID in the 2015 season.
Maintenance report – Mark Jensen showed the board a short slide presentation outlining work completed over the past month.
Irrican Power – Kelvin Kado – Production report for August has not yet been received, we will be getting it soon. July total income from all sources was $1,959,396.68. July had a drop in income due to a lightning strike at the Chin plant, this will also affect August income as well. An insurance claim has been submitted for income losses. SMRID is handling the claim. AESO has an increased letter of credit, to $80,000.00. Next Irrican board meeting will be held in the afternoon of November 18th 2014 at SMRID.
RID Financial – Assessment day, August 15, all mailed out. Payments are coming in. A/R outstanding $539,964.93 to September 9, 2014.
Expansion Plebiscite in the RID – Gordon noted that RID staff continues to work on updating DDIT.
AIPA September 22 extraordinary meeting in Picture Butte – Re: By-laws – Byron and Gordon will attend this meeting in conjunction with the regular AIPA directors meeting.
EID General Manager– Earl Wilson will supervise a special project of building the Bassano dam spill way, and will no longer act as the General Manager. Ivan Friesen is now the General Manager.
ORRSC – Lots 4&5 Block 1 Plan 9711687 within NE-11-6-21-W4. To create three lots ranging in size from 2:00 to 3.58 acres respectively for country residential use. Note: Warner County allows a minimum of 2 acres for subdivisions. Approved on motion by John McKee and carried.
Transfer of irrigation acres Under section 26 of the ID Act – Proposed six (6) irrigation acres from RID customer 1203 – Darcy Quapp Plan 0013689 Block 1 Lot 2; NE-7-6-21-W4 To: John Heatwole NW-6-6-19-W4 for sprinkler use. Approved on motion by Byron Wilde and carried.
Main Canal Advisory Committee Meeting – held August 26, 2014 at SMRID – Byron Wilde and G. ZoBell reported – Note; proposed water shut down date for the 2014 season is Oct 10, 2014. There is a $500,000.00 study that will be conducted regarding water quality issues including cross coulee. The Main canal may contribute to this study. The bridge issue was brought up and Gordon suggested at the meeting that the first bridge south of highway 52 on the main canal should remain in place and that it is used by Irrican so Irrican should pay for 50% of its maintenance costs with the main canal paying the other half. SMRID will consider this. Derrick Jaffrey will come out and together with Gordon meet with the other affected landowners regarding bridges north of the highway 52 on the main canal. The next advisory committee meeting will take place on the morning of November 18, 2014.
