SYNOPSIS
The Raymond Irrigation District (RID) has prepared a subsequent Seepage Control Plan (S.C.P.) for the years 2015 – 2019 inclusive.
Five projects have been selected for inclusion in the S.C.P., which are as follows:
Project 1 – Welling lateral #5 – W ½-SE-28-6-20-W4
Project 2 – Welling lateral #5 – SE-10-7-21-W4
Project 3 – Welling Lateral #5 – SW-03-7-21-W4
Project 4 – Stirling lateral #16 – SE-20-6-19-W4
Project 5 – Stirling lateral #17 – SE-17-6-19-W4
The initial estimates of the projects total in the order of $51,000.00, and will be completed over the five year period.
The projects as specified in this plan will be constructed with or without Government funding assistance.
The Board of Directors of the RID are committed to reducing seepage throughout the District through the implementation of solutions that will eliminate or significantly control seepage, while ensuring that the projects fit into a long term rehabilitation plan.
INTRODUCTION
The Raymond Irrigation District (RID) has prepared the 2012– 2016 (inclusive) Seepage Control Plan (S.C.P.) to control and or eliminate seepage in five areas in the RID. This plan supersedes any plan S.C.P.’s submitted by the RID.
The District believes there are several ways to control seepage. The main methods used are as follows:
- Eliminate seepage through the use of pipelines.
- Reduce seepage through the use of semi impervious canal liners.
- Control seepage through the installation of drain tile/cutoff curtain systems.
- Eliminate seepage through the closure of canals
In preparing the S.C.P., the District has taken into account the following major criteria:
- Has a complaint been filed with the District by the affected landowner?
- Is there a cost-effective technical solution to the problem?
- What is the long term plans for this area?
- How quickly do existing financial resources allow the District to carry out this work?
The following report will outline the five projects to be included in the 2015 – 2019 Seepage Control Plan
The following items in relation to each proposed project will be covered;
- The length of canal where seepage control measures is being proposed.
- The number of acres affected by seepage damage.
- The total estimated cost of construction.
- The types of seepage control measure being proposed.
- Scheduling of the project.
Field inspections, discussions with landowners as well as interpretations of effected areas by viewing aerial photos were carried out to assist with the creation of this plan.
The district will investigate all seepage concerns brought to its attention.
PROJECT 1
PROJECT NAME: Welling lateral #5
LEGAL LAND DESCRIPTION: W ½-SE-28-6-20-W4
DESCRIPTION: : As part of the large pipeline project this lateral will become a natural drainage channel and will no longer be used for continuous irrigation water flow. Because of this, a small amount of seepage from the lateral, located in the described portion of this quarter, will be eliminated.
Investigation and design of the project will commence in the summer of 2013. The pipeline will be completed by December of 2015.
LENGTH OF LATERAL: 200 meters
AFFECTED AREA: 2 acres
ESTIMATED COST: $5,000.00 to reshape the drainage channel in
the area.
PROPOSED SOLUTION: eliminate continuous irrigation water flow
SCHEDULED FOR COMPLETION BY: DECEMBER 2015
PROJECT 2
PROJECT NAME: Welling lateral #5
LEGAL LAND DESCRIPTION: SW-03-7-21-W4
DESCRIPTION: As part of the large pipeline project this lateral will become a natural
drainage channel and will no longer be used for continuous irrigation
water flow. Because of this, a small amount of seepage from the
lateral, located in the described portion of this quarter, will be
eliminated. Investigation and design of the project commenced in
the summer of 2014. The pipeline will be completed by December of
2016.
LENGTH OF LATERAL: 75 meters
AFFECTED AREA: 3 acres
ESTIMATED COST: $8.000.00 to reshape the drainage channel in
the area.
PROPOSED SOLUTION: eliminate continuous irrigation water flow
SCHEDULED FOR COMPLETION BY: DECEMBER 2016
Project 3
PROJECT NAME: Welling lateral #5
LEGAL LAND DESCRIPTION: SE-10-7-21-W4
DESCRIPTION: As part of the large pipeline project this lateral will become a natural
drainage channel and will no longer be used for continuous irrigation
water flow. Because of this, a small amount of seepage from the
lateral, located in the described portion of this quarter, will be
eliminated. Investigation and design of the project commenced in
the summer of 2014. The pipeline will be completed by December of
2017.
LENGTH OF LATERAL: 100 meters
AFFECTED AREA: 2 acres
ESTIMATED COST: $3.000.00 to reshape the drainage channel in
the area.
PROPOSED SOLUTION: eliminate continuous irrigation water flow
SCHEDULED FOR COMPLETION BY: DECEMBER 2017
Project 4
PROJECT NAME: Stirling lateral 16
LEGAL LAND DESCRIPTION: SE-20-6-19-W4
DESCRIPTION: There is an area where the lateral in the extreme NE portion of the
quarter is seeping causing damage to adjacent farm land. It is
proposed that this problem be solved by installing a closed buried
PVC pipeline. This work will be completed under the districts IRP
program and appears on the current IRP three year plan.
LENGTH OF LATERAL: 100 meters
AFFECTED AREA: 2 acres
ESTIMATED COST: $25.000.00 to install 100 meters of PVC pipe at
the location of the seepage concern
PROPOSED SOLUTION: eliminate the seepage problem by installing a
closed PVC pipeline.
SCHEDULED FOR COMPLETION BY: DECEMBER 2018
Project 5
PROJECT NAME: Stirling lateral 17
LEGAL LAND DESCRIPTION: SE-17-6-19-W4
DESCRIPTION: In the SW title located in this quarter the current lateral runs from the
north to the south, approximately in the middle of the quarter. This is
the area where the lateral is seeping causing damage to adjacent
farm land. It is proposed that this problem be solved by installing a
closed buried PVC pipeline. This work will be completed under the
districts IRP program and appears on the current IRP three year
plan.
LENGTH OF LATERAL: 150 meters
AFFECTED AREA: 3 acres
ESTIMATED COST: $10.000.00 to install 100 meters of PVC pipe at
the location of the seepage concern
PROPOSED SOLUTION: eliminate the seepage problem by installing a
closed PVC pipeline.
SCHEDULED FOR COMPLETION BY: DECEMBER 2019
CONCLUSION
Any interested party who has a concern regarding this plan is invited to discuss this with any member of the Raymond Irrigation District Board of Directors or the manager of the district. The RID is very concerned about seepage within the district and is committed to do all it can to stop seepage. It must however be understood by those who review this report that not all seepage problems can be remedied in a short time.
We look forward to hearing any comments you may have with regard to this report and express our appreciation for your continued patience as we work though these concerns.
Over the past 41 years the RID have made many valuable improvements regarding seepage throughout the district and plan to continue this course until all seepage problems have been dealt with.
If no written objections are received within the prescribed period, a copy of this plan will be filed with the Irrigation Secretariat on June 22, 2015.
