September 13, 2021 Board Meeting Highlights

Held Wednesday September 13, 2021 commencing at 8:30 AM in the RID Board Room.

 

  • The agenda for the meeting was approved on motion by Craig Palmer and carried.
  • The Minutes of the July 21, 2021 board meeting were approved on motion by Craig Palmer and carried.

Business Arising

  • O&M Report and AIM Project Update:

Cody Heggie showed a slide presentation of the work performed over the past month.

RS4 pipelining will begin tomorrow. Our goal is to have RS4 completed by mid-December. We will then start on 9 mile & North.   

  • Irrican – Kelvin Kado was absent, but provided a brief written report:

Irrican’s revenue is up significantly this year. Monthly revenue has been: April $0.24M, May $1.56 M, June $3.20 M, July $3.30 M, Aug-Oct still to come and Option M to date $206K.

The solar arrays are completed and new utilities accounts with Ridge Utilities are in place. The 2021 assessment roll is completed and was mailed to irrigators by the end of August.

  • Water Forecast – Jason reported:

Jason presented a slide show highlighting the headworks water levels. Reservoirs are on the downward trend. The trendlines are following past years’ trends, but are 1-2 weeks in ahead.

The SMRID main canal will be turned off on October 8, 2021 at which time the RID will beginning winterize our infrastructure.

  • CIB/Government of Alberta Program Update:

The board ratified the motion made on July 28, 2021 as follows:

On motion made by John McKee and carried, the Board approves the amended and restated bylaw No. 2020-10.

  • Cross Coulee Pipeline Review – Jason reported:

A revised cross coulee pipeline plan was reviewed by the Board, which would deliver water to the 670 acres that were applied for in the original cross coulee application process. The Board agreed to continue with the project, but asked management to look at cost options of increasing the pipeline to serve more acres in the future.  Jason is to contact the applicants and advise them that the plan is approved and will move into a detailed design phase.

  • New Round of Acres Update – Jason reported:

Management has announced that the RID is accepting applications for new acres. The submission deadline is October 31, 2021. The information package is available online or by pickup at the RID office.

  • Old Raymond Monument – Jason reported:

The cost of having the monument cast in bronze will be $3,000 – $5,000. The Board felt this was expensive and asked management to review other options for the monument.

New Business

  • Directors’ Items:

The Raymond Director brought forward the request of irrigators to receive a notice when the irrigation rate increases rather than just with the annual assessment. Going forward management will provide a notice via letter and on our website of irrigation rate increases. The letter will also explain why the rate will be increasing.

  • Town of Raymond Barricade Proposal:

The Town of Raymond maintenance department contacted the RID as asked to split the cost of installing a cement barricade between the RID canal road then the Town road along the Raymond main canal as it exits Corner lake. The board discussed possible options for the barricade, the need for the barricade, and who’s responsibility is the barricade. The Board asked management to discuss with the Town cheaper alternatives for the barricade.

  • Household Purposes Agreements (“HPA’s”):

The following HPA’s were applied for:

  1. Plan 7910884, Lot 4
  2. Plan 9711687, Block 3, Lot 9
  3. Plan 2011215, Block 1, Lot 1

On motion made by Craig Palmer, and carried, the RID Board approves the HPA agreements as presented.

  • Next Meeting Date

The next meeting is set for October 20, 2021.
